i’m not sure how you do this effect (i feel a google search coming on), but with the right photo, its impact is just remarkable. the train photo for me is strikingly beautiful; i will definitely be making that a wallpaper on one of my screens!

This reply is too late to save you that google search, but if you didn’t find it: The app is Percolator on the iPhone (or iPad). It’s an awesome app. Well worth the buy if you have an iOS device.
